ACADEMIC AFFAIRS ANNOUNCES AN OPENING IN THE LEARNING RESOURCES CENTER

POSITION: Dean, Learning Resources and Academic Outreach

Description of Duties: Under general supervision of the VP for Academic Affairs, the Dean, Learning Resources and Academic Outreach, works closely with administration and faculty to maximize quality of instruction and ensure the college meets instructional objectives. Provides leadership and strategic planning for effective & efficient use of technology, including the campus wide learning management system, technology for concurrent students, and library streaming services. The Dean is responsible for Academic Outreach, eLearning, Library Instructional Services, Library Audio-Visual Services, Library Technical Services, Cataloging and Reference, Testing, Tutoring and Library access. Collaborate with the VP and Deans to provide strategic leadership for online academic operations, faculty development, instructional design, and learning technologies. Oversee the RSC portfolio of Charter Schools by serving as a liaison with active charter schools and charter school applicants. Perform research by gathering and analyzing data to confirm sponsored charter schools are meeting their performance frameworks, as well as identify any potential issues that could jeopardize high quality outcomes.  Ensure compliance with all federal and state laws/regulations and regional accreditation standards as they apply to online academics, concurrent initiatives, and learning resources.  Provides strategic leadership, planning, and oversight for eLearning Center and Academic Outreach in defining and fulfilling the mission and vision of the departments.  Exercises leadership in achieving optimal organizational efficiency and effectiveness, including initiatives to improve work processes; enhance technical systems, including, but not limited to the learning management system, video capture and management, academic honesty tools, etc.; staff performances; and budgets.  Oversee all staff in the LRC to ensure continuous improvement in the quality and quantity of distance learning courses.  Submit annual budget, analyze budget estimates and control expenditures in accordance with RSC budget guidelines and procedures as approved by the RSC Board of Regents.  Follow current trends in both informational technology and academic technology and in recommending changes and needs for the College.  Collaborate with the Academic Outreach and RSC recruiters to retain and grow distance learning clientele, including concurrent student, military, department of corrections, and others.  Stay abreast of current trends in distance learning and participate in state and regional organizations to ensure RSC is aligned with distance learning best practices.  Ensure annual or triennial, as appropriate, appraisals are conducted on all FT LRC and outreach employees.  Make recommendations to Marketing and Public Relations in order to develop marketing tools for eLearning, Academic Outreach, and the LRC (such as website, publications, press releases, etc.).  Research and recommend appropriate educational practices, instructional resources and technologies, and hardware/software needed to support teaching and learning.  Serve on college committees.  Demonstrate a strong commitment to customer service.  Perform other related duties as assigned.  Regular attendance is an essential function of this position.

Minimum Qualifications: Master's degree in Instructional Design, Instructional Technology, Educational Technology, Library Science, or a related field with an emphasis in academic technology and mgmt.  3-yrs experience in any combination of the following: working in higher ed, teaching or administrative experience in a learning management system, providing academic technology support. Proven experience in leading or providing instructional design assistance through planning and providing training workshops. Project management experience. Expertise in office productivity software. Effective interpersonal, verbal, and written communication skills; excellent teaching and decision-making skills; strong leadership skills; and ability to work under pressure.  Knowledge of the issues and opportunities in online education and use of learning management systems.  Ability to delegate and manage multiple projects.  Ability to be self-directed, as well as collaborative.

Desired Qualifications: Doctorate in Instructional Design, Instructional Technology, Educational Technology, Library Science, or a related field with emphasis in academic technology and mgmt. 4-yrs demonstrated management experience in a related multi-dimensional academic environment to include personnel oversight, campus support and outreach educational services. Professional experience with academic technology, online library services and integrated library databases. Ability to submit and manage a multi-departmental budget. Understanding of the community college mission and the role of digital learning resources in higher ed.  Several years working in higher ed with a course management system. Experience with video capture and streaming.
